In order to provide better communication facility to the Kemmampatti Tribal village which comes under the tribal hill area of the Salem District is an essential lifeline for the lively hood of Tribals. The road from Kannamoochi Privu (Which is located at the foot hills of the Palamalai Reserved Forests) to Kemmampatti village (Which is located at the hill-top of the Palamalai Reserved Forests). A right of way to a width of 6 feet (1.8m) to a length of 2 miles (3.2 km) was admitted under Section

While declaring the Palamalai Reserved Forests under section 16 of the Tamilnadu Forest Act 1882 a right off way to a width of 6 Feet ( 1.80 m ) for the length of 2.00 Miles (3.2 Km) has been admitted to connect the Ramampatty (in the notification which is adjoining village of Kemmampatty). in the Top of hill from Kannamuchi village. From the field inspection it has been noticed that it is not possible to improve the existing right of way as a motorable road in view of its abnormal/improper

The proposal for diversion of 4.20 ha forest land for formation of Black top road from Kannamoochi pirivu to Kemmampatti will provide communication facilities to 11 Tribal Hamlets with population of about 1800. The Tribal in these Hamlets will be able to access better Education, Health, Marketing facilities and Employment Opportunities. The proposal is therefore recommended.
