The proposal for diversion of 17.073 Ha. of forest land for construction of 400 kv quad D/C Udupi – Kasaragode transmission line in Kasaragode District recommended by the undersigned on the following grounds and conditions. Grounds 1. The proposal for construction of 400 kv quad D/C Udupi – Kasaragode transmission line in Kasaragode District will stabilize the power supply in Northern Kerala which is developing at a fast pace. 2. Forest Department would get a compact area of 22.17 Ha. at Kammadamkavu in Kasaragode District for declaring it as Reserved Forest and thus enhancing the forest area under the State. 3. The proposed area does not form part of any protected area/heritage site/site of archaeological importance/defence establishments. 4. The requirement of land is the barest minimum. 5. No rare endangered or threatened taxa of flora and fauna are affected due to the project. 6. No displacement of families is required due to the project. Conditions 1. The User Agency shall deposit NPV and amount for raising and maintaining CA plantations over 23 Ha. in degraded forest land under Kozhikode Forest Division for 10 years. The CA scheme has been included in the proposal. 2. The Revenue Department shall transfer and mutate 22.17 Ha. area of non forest land in favour of forest department for declaring it as Reserved Forest before processing for Stage II clearance. Out of which 17.073 Ha. will be accounted as non forest Compensatory Land for the proposal and remaining extent will be accounted for future/past diversions under land bank concept. 3. The User Agency shall purchase and give 2 two vehicles for forest protection or provide Rs. 30 Lakhs for purchase of vehicles to the Forest Development Agency FDA , Kasaragode.
