The project is recommended because the area to be diverted is less 0.993 ha and the tree/poles required to be felled are 20 only 14 poles/6 Trees . The project will not have any major impact on flora and fauna of the area. Mitigation measures in the form of Compensatory Afforestation plan over 1.98 ha forest area has been proposed to mitigate the environmental loss due to the project. As per the User Agency, there is deficiency of the approved quality material in the vicinity of the area. The aggregate excavated from the site will be used construction of the Tunnels and has been found suitable as per technical specification. The part of the National Project i.e. Udhampur Srinagar Baramulla Rail Link Project USBRL which is a strategically a very important project. It is therefore recommended that the project may be cleared under the Forest Conservation Act, 1980 with the condition that the User Agency will take enough measures to stabilize the area with the proper engineering, botanical and moisture Conservation works as the area is very sloppy and prone to the soil erosion.
