Chengalpattu,KancheepuramChennaiDFO RecommendedThe proposed area has been inspected by me on 23.11.2022 along with Forest Range Officer and staff of Tambaram Range. The proposal is a linear project and its passes through the Nanmangalam Reserved Forest of Tambaram Range, Chennai Forest Division of about 0.536 Ha area in total, which includes 0.293 ha area under Nanmangalam RF of Tambaram Range and 0.243 ha Forest area under the control of Quaid e milleth Education Trust. Nanmangalam Reserved Forest has been declared under section 16 of the Tamilnadu Forest Act vide G.O.931 dated 18.11.1890. The vegetation of the area is described as ‘Vandalur Scrub’ and is dominated by thorny shrubs and hardy species. Though the Nanmangalam Reserved Forest has remarkable biodiversity – comprising of about 442 Nos species of plants, 100 125 species of birds, 40 species of butterflies, 15 20 species of amphibians and reptiles, 15 20 species of dragonflies and damselflies etc., the construction of Grade Separator in the proposed forest area shall not affect the movement of birds and other species mentioned above. The RF or any portion of the proposed area is neither forming a part of National Park, Wildlife Sanctuary, Biosphere reserve and Wildlife Migration Corridor nor forming a part of Eco Sensitive Zone of any Protected Area notified under Wildlife Protection Act 1972. Further, the forest area proposed for diversion under F C Act lies adjacent to the sub urban residential areas and hence there is no specialized habitat breeding ground/nesting area for any faunal species including avi fauna and hence there is no disturbance for any form of wildlife. Since, the proposed project is of national importance with the intention to provide better transport facilities to the inhabitants of the city and it is also ascertained that there is no alternative route available for this project and there is no sufficient Right of Way available with Highway, the diversion of proposed Forest area 0.536 ha the barest minimum forest area in Nanmangalam RF has been taken into consideration. Further, the project proponent has agreed to pay the Net Present Value of the above Forest land and has also given the undertaking to bear the cost to be incurred towards felling of standing trees 17 Nos and its transportation during formation of Grade Separator under the said project as well as cost involved towards Compensatory Afforestation. Taking into consideration of the facts stated above, I recommend the proposal submitted by the user agency, Divisional Engineer Highways for diversion of the Forest land 0.536 ha in Nanmangalam RF.
