As the forest area proposed to be diverted is the barest minimum and also as the National Highway proposed to be widened is a life line for the state of Manipur, the proposed diversion of a small portion of the Langol RF and Un class forest is recommended on the following conditions. 1. That, no open tunneling should form any part of the project. 2. That, only at the blind corners should the hill earth be removed. 3. That, hill earth shall be removed only on the basis of the proposed disposal plan. 4. That, proper retaining wall should be constructed all along the highway to consolidate the Reserved Forest Boundary and also to stabilize the hill slope. 5. That, the boundary of the State Orchidarium and State Arboretum shall not be altered or affected by the project.

Improvement and upgradation of Road Section of NH 39 from Kuraopokpi 287.00 to Nilakuthi 308.729 Km into 4 lane will enhance road connectivity between Imphal and Kohima, the State capitals of Manipur and Nagaland. The development of the road will boost socio econmy of the land locked State of Manipur. The proposal for diversion of 24.001 Hectare Unclassed forest land is the barest minimum and there is no alternate site/alignment and therefore recommended subject to the following condition “As the proposed site is hilly terrain and moderately prone to soil erosion/land slide, adequate protection measures such as protection/retaining wall at vulnerable points shall be required to avoid landslides during rainy season”.

Considering the importance of the NH 39 as lifeline of the State and need for improvement and upgradation of Road Section of NH 39 from Kuraopokpi 287.00 to Nilakuthi 308.729 Km into 4 lane which will enhance road connectivity between Imphal and Kohima, the State capitals of Manipur and Nagaland, the proposal for diversion of 3.436 Hectare reserved forest land is recommended trictly subject to the following condition i The area of the State Orchidarium at Khonghampat and State Arboratum should not be affected or altered under any circumstance. ii No open tunneling in the road potions passing through the reserved forests areas. iii Adequate protection measures such as protection/retaining wall should be constructed along the RF boundaries to check landslides and also to consolidate the hill slopes as well as RF boundaries.

The existing National Highway from Imphal Kohima is the most important lifeline for the State. The road needs widening/expansion and without which the perpetual poor road communication cannot be improved. Forest clearance at an early date is essential since the pre monsoon rains starts by April and works are likely to be hampered. This is in public interest and it is recommended.
