As the project aims to supply the much needed earth required for various developmental projects which are for overall development of people and also as there is no other approved site for excavation of earth, the project is recommended.

Hill earth is a much needed material for various developmental works and emergency flood control particularly in the valley of Manipur. Flash flood is regularly happended during rainy season in the valley and damage lot of crops and public properties. There is no approved earth quarry under the Thoubal Forest Division which covers 2 Two Districts namely Thoubal District and Kakching District. As such, there is tendency of illegal excavation of earth even from legally notified Forest lands namely Reserve Forest and Protected Forest. The proposed site of 1 One hectare falls under Compartment No.24, Yairipok Block of Lipokpi Unclassed Forest under Thoubal Forest Division. Opening of such an earth quarry shall reduce demand of hill earth on Reserve Forest and Protected Forest in the Division. In order to meet requirement of hill earth for developmental activities and emergency flood control in the Division, the project proposal for diversion of 1 One hectare Unclassed forest land is recommended.
