As the area proposed for diversion has historical importance with regard to culture of the state of Manipur and as the alternate site proposed nearby is ecologically fragile with steep slopes, the proposal for diversion is recommended subject to the condition that felling of the standing post and pole size trees within the area shall be done only in required patches as per the DPR submitted.

The proposed site for construction of “Manipur University of Culture‘’ has been choosen in the Nongmaiching Reserve Forest which is a sacred and important place in terms of the culture, history, mythology and legend of the peoples of Manipur. The university, the first of it kind in the country, will go a long way in promotion and development of the rich cultural heritage of the State as well the entire country. No alternate suitable site has been found in the vicinity of the area. The proposal for diversion of 38.081 Ha forest land in Nongmaiching RF for construction of the Manipur University of Culture is recommended under the following conditions a Felling of trees within the proposed site should be minimal and in the required patches only. A minimum of 50% of the area in higher slopes may be maintained under vegetative cover to maintain greenery and sustain ecological process. b The proposed site should be clearly demarcated from the adjoining forest areas by erecting boundary pillars at the project cost.

The required extent of land is not available in the valley district of the state. the University is also required to be centrally located at a site which is accessible to ll communities.
