SataraKolhapurDFO RecommendedThe 33 x 11 KV Sub Station is existing in the Forest Land leased to MSEDCL Erstwhile MSEB . The infrastructure of the project is already developed on the land in 1974s. The Sub Station is required to be operated uninterruptedly further to provide electricity to Mahabaleshwar City and adjoining villages. Hence, the project has to be operated from the Forest Land. There is no alternative to the existing Forest Land. The requirement is the same, as was at the time of allocation on lease basis. Thus, the forest Land is unavoidable and barest minimum for the project. Project Authority has submitted that the proposed land to be diverted is already diverted & under use of 33 KV X 11 KV Sub – Station & other amenities & work was completed before enforcements of FRA 2006 hence the compliance under certificate of Collector satara & the Gram Sabha resolution under FRA. 2006 should be exempted to this project. Project Authority is submitting proposal for regularisation of lease under F.C.A 1980. Now the project Authority has decided land under Sub Station & other amenities should be applied for regularisation of lease under Forest Conservation Act, 1980. Project Authority has completed construction of 33 X 11 KV Sub Station & other amenities, but not completed procedure provisions under F.C.A 1980, for regularisation of lease before completion of lease period. The area is already diverted and there is least chance of further adverse effect on the ecology of area. The proposal is recommended for regularisation of lease on Forest land at Mahabaleshwar, Tal. Mahabaleshwar, Dist. Satara.
