The land where the occupation is situated is part of Cardamom Hill Reserve. Part of CHR on the slope leading to Idukki Reservoir was retained as forest where occupation will not be allowed on any basis, for preventing soil erosion and silting Idukki Reservoir. Only two families are residing there and number of beneficiaries are very less than claimed. Allowing electrification to an unauthorized occupation inside forest will only lead to legalizing occupation. Diversion of forest land cannot be recommended for facilitating illegal occupiers which make eviction of post 1.1.77 encroachment impossible.
