5. Working plan prescription for the forest land proposed for diversion : For Devikulam Fuel Reserve Miscellaneous plantation raised in 1963, it is prescribed that the plantations shall be retained and tended as per schedule. with respect to KDH proposed land, the plantation raised in KDH land shall not be extracted until the completion of the process of notification of the areas as reserve forest. The Cardamom Hill Reserve area is under dual control, where land is under Revenue department and Trees are under Forest Department, while the status of the Cardamom Hill Reserve is Forest as per Forest Conservation act.

High Range Circle, KottayamCF Recommended The proposal for diversion of 1.495 Ha is recommended with the condition that the recommended ameliorative measures shall be taken up at each location and equal non forest land should be made available to Forest Department ideally an area which will be useful to maintain the elephant corridor from Mathikettan to Meesapulimala. The widening of the National Highway will help in faster movement of men and material across the high ranges and for general development of the area and tourism sector. However it will affect the stability of the slops along the alignment as already evident from the landslides at gap road and Munnar town already happened outside forest. Opening the Munnar area for too much tourism will also damage the landscape and lead to issues like encroachments, establishing new settlement in elephant habitats like Chinnakanal, electric fencing and roads without animal friendly crossing points across the elephant migratory route all contributing to increased human animal conflict and depletion of the already reduced elephant population in the Chinnakkanal Munnar area. The present traffic also does not warrant development of NH to this much width. Since the works are already taken up in other areas widening should be minimum with proper graded slopes and gaps for animal movement in the forest areas, in the gap road and the animal crossing points near Mathikettan Shola National Park.
