This is an inevitable infrastructure development project which will enhance the road connection between Wayanad and Kannur Districts. As there is no alternative land for widening the existing road, this is the only way which uses the minimum forest land for the construction

The proposal for diversion of 0.429 Ha of forest land for widening the existing Ambayathode to Boys town stretch of Hill Highway in Kannur District falls under North Wayanad & Kannur Divisions in Northern Circle, Kannur. Out of the total extent of 0.429 Ha of forest land requested for diversion, the extent 0.3539 Ha is in Kannur Division and remaining extent of 0.0751 Ha is in North Wayanad Division The above mentioned proposal for diversion of 0.429 Ha of forest land is recommended by the undersigned on the following grounds and conditions. Grounds 1. The required land is barest minimum 2. No displacement of families is required due to this project 3. The widening of road would essentially reduce the traffic congestion along the ghat route. 4. The proposed area does not form part of any protected area/heritage site/site of archaeological importance/defence establishments. 5. The project does not adversely affect the flora and fauna of the area. Conditions 1. Required NPV and CA shall be borne by User Agency. 2. Work should be carried out in an eco friendly manner as much as possible to avoid any disturbance to wild animals. 3. User agency may be directed to put awareness boards along the proposed road to prevent illegal waste disposal in forest areas. 4. Since, large cutting of earth is required and the site is very steep, scientific slope protection measures shall be taken up to prevent landslides. 5. Care should be taken not to pollute the pristine river flowing along the side of the road. 6. Adequate drainage provisions shall be provided for storm flow so that erosion can be minimized.
