Working plan prescription for the forest land proposed for diversion :
The present PF Khodahar falls under Rehabilitation cum plantation working circle in which the Rehabilitation working Circle comprises such Sal and miscellaneous Forests of the Division which are stagnating in bushy stage (Sal rooted wastes) or perpetual sapling stage due to extremely adverse biotic factors like unregulated felling, grazing and forest fire. The areas virtually without any vegetal cover and have come in the category of scrubs have also been included under proposed working circle. With reference to the last Working Plan, this Working Circle contains the following types of areas:- Areas under Rehabilitation Working of the previous plan which could not be rehabilitated adequately due to specific reasons. Such areas which were rehabilitated or planted by artificial planting in the past but degenerated back to bushy stage or blanks again due to inadequate protection. Parts of the plantation sites old or new both rendered blank either because of inadequate protection or excessive biotic interefences. Area under coppice Working Circle of the previous plan which degenerated into bushy or sapling forest due to excessive unregulated fellings, extensive grazing, recurring incidence of fire and other biotic factors. The plantation areas of last 10 years and containing fair growing stock (exluding areas rendered blanks) has been categorised separately and put together as plantation (harvesting) working circle. plantation of fast growing species (QGS), fuel and fodder species, Bamboo plantations, lac plantations, and Khair Plantations may be raised under this working circle as per the site condition. In severally degraded areas plantations under soil conservation schemes may be raised, plantation under lac development scheme and other site specific scheme would be done in these areas. The main aim of the plantation would be to restock the blank areas where natural regeneration has failed to come up and provide employment to the people in plantation activities like planting, hoeing, weeding and protection. At the same time steps will be taken to reduce soil erosion by adopting soil and moisture conservation works along with planting of trees. Emphasis would be on conservation of water in forest areas as water is increasingly becoming scarce. Under soil conservation water harvesting structures, check dams, saltation dams, gully plugging, contour trenching will also be done.

Proposed Forest Area is vulnerable to soil erosion, gully erosion and in some part Ravines are also present inside the forest area proposed for the diversion.

The proposed site measuring an area 4.04 Ha. in Khodahar P.F. , Thana Barhi, Thana No. 56 Plot no. 1445 for construction of sub station was inspected on 10th. April, 2019. The terrain is undulating and is covered by vegetation predominantly Sal, Eucalyptus and Palas. The sub station may be considered only if no alternate sites are available as it is not site specific. However, on inspection of the site it was found to be bare minimum requirement for the project. As the sub station is proposed in forest area all necessary precautions should be taken to present electrocution / accidents of wild life in the area. The proposal may be considered as it would fulfil the energy requirements for the people living in the area. However, since it is a component of a larger liner project it would be advisable if the present proposal is treated in entirety.

The proposal is meant for construction of sub station. It will develop the transmission system and also mitigate the acute shortage of power due to non availability/inadequate capacity of transmission system in the area. It will fulfill the energy requirements for the people living in the area. As the proposed area is within the forest, all necessary precautions should be taken by the user agency to prevent electrocution and accidents of wild life in the area. As the information given by Divisional Forest Officer, Hazaribagh West Forest Division, the proposed area for diversion falls under ESZ of Hazaribagh Wildlife Sanctuary In view of aforesaid facts, this proposal is being recommended for the diversion of 4.04 ha. of Protected Forest for approval from the Government under the provisions of Forest Conservation Act, 1980.
