DumkaDumkaDFO RecommendedBy thoroughly analyzing the cost benefit analysis of the project vis a vis the landscape dynamics, to balance the trade off between ecological security and energy security while ensuring that both the interests go hand in hand in a sustainable manner, the proposal submitted by NEYVELI UTTAR PRADESH POWER LIMITED NUPPL for the diversion of 455.1108 Ha. Forest land under Forest Conservation Act, 1980 for the Coal Mining may be recommended in the larger public interest with the following specific conditions 1. a comprehensive Bansloi Catchment Area Treatment Plan from the perspective of Water Security, Ecological Restoration, Post Reclamation, must be prepared and implemented to mitigate the adverse impacts of open cast mining.2.Comprehensive Soil and Moisture Conservation Plan should be prepared and implemented treating the entire landscape to ensure that the detrimental impact of opencast coal mining on the adjacent vast expanse of forests shall be minimized3. efforts should be made to preserve the germplasm of the area by conducting proper biodiversity studies and ethnobotanical research before initiating mining activities4.A comprehensive Integrated Wildlife Management Plan, to mitigate the conservation concerns due to the dissection of contiguous habitat patches is recommended.5. a study concerning Wildlife Habitat Vulnerability &Ecological HabitatRestoration by the Wildlife Institute of India before the commencement of Open Cast Mining Operations6. A livelihood security plan for the future of the indigenous community should also be prepared and adhered to.7.8. Institutionalize a Concurrent Monitoring and Evaluation Cell with "Subject Matter Specialists / Technical Experts to monitor the implementation of the compensating mitigation measures.
DumkaCF RecommendedThe Proposal Pachwara South Coal Block Mining Project is situated at the North Eastern Bounday of Dumka Forest Division, Where Pakur Forest Division is located at the boundary. The landscape is one is terms of connectivity of habitats as well as richness of biodiversity. The said Mines is located at such a location where forest patches are connecting Pakur and Dumka Forest division. it has been a path for wildlife movement including Elephant form Dumka to Pakur and Godda. The landscape is significiant in terms of hydrological functions since Bansloi river is called lifeline. Proposed minig site is located just on the right bank of Bansloi River. On the left bank of Bansloi River, two other coal blocks viz Pachwara North and Pachwara Central are operation..Yes
Nodal Officer RecommendedDiversion of 455.1108 ha forest area is recommended under the provisions of Forest Conservation Act,1980 rules/guidelines because this coal block has good reserves of economically high grade coal with conditions. details have been mentioned in Part IV filled bv Nodal Officer.
