Chatra SouthChatraDFO RecommendedThe proposal has been submitted for renewal of Piparwar Open Cast Coal Mining Project over 43.30 ha of forest land all belonging to notified PF . The forest land falls in Kichto, Mangardaha and Benti village of Tandwa forest range. The Piparwar OCP 43.30 Ha was released by Ministry of Environment and Forest, Govt of India in 1995 for mining of Coal for 10 years from the date of approval. The lease period of the same was further extended from 10 years to 30 years in 2010. As the lease period of the project is terminating in 2025, the User Agency has made this proposal for renewal of lease. It was communicated that the UA intends to undertake underground coal mining once permission for land use change is granted to them after renewal of lease. The presence of mega herbivores such as Asian Elephants has been reported in the nearby areas. Also, presence of rock pythons, hyenas, Jackal, Jungle cats, porcupines is reported in the area. A separate proposal for regularization of 120.10 Ha of GMJJ land and diversion of 22.72 ha of unbroken GMJJ land has already been made by user agency in the same mining lease area. Wherein, it has been recommended that a Site specific Wildlife Management Plan, incorporating all such areas has to be prepares for which no such plans have been prepared so far. The area was found to be moderately to highly prone to erosion. Also, a Site specific Soil and Moisture Conservation Plan has been recommended for the project mentioned in the above para, area falling in the instant proposal shall also be taken into consideration for soil and moisture conservation measures. No violation was observed during the site inspection. No rare/ endangered/ unique species of flora and fauna could be found as the area has already been broken. No protected archaeological/ heritage site/ defence establishment or any other important monument is located in the area. The proposal, being site specific, is unavoidable and the applied portion of forest land is needed for the project. The area is already mine out, hence no felling of any tree is involved.
