5. Working plan prescription for the forest land proposed for diversion : Working plan prescription for the forest land proposed for diversion are coppice with standard system (CWS) and plantation, Rehabilitation and plantation cum-soil conservation working circle. In CWS system over wood of standards usually of seedling origin composed of various age classes in multiple of coppice rotation are marked for retention. All other trees above predetermined girth classes are felled. CWS consists of two distinct elements. 1. A lower even aged story created as simple coppice. 2. An upper story of standards forming an un-even aged crop and treated as high forests on the principle of selection system. The Coppice is termed Underwood and standards as over wood. The object of the standards is to provide a certain proportion of large timber to furnish seeds for natural regeneration and in certain cases to afford protection to the coppice crop against frost. Tending of young crop is done on established silvicultural practices under strict supervision of senior officers. Every effort will be made to regenerate such forests by protection with the active cooperation of VFMPCs and in only exceptional cases, artificial regeneration will be resorted to only in those areas where permanent blanks are more than 1.00 ha. and root stock is absent and despite best efforts natural regeneration has failed to come up. The Rehabilitation working Circle comprises such Sal and miscellaneous forests of the Division which are stagnation in bushy stage (Sal rooted wastes) or perpetual sapling stage due to extremely adverse biotic factors like unregulated felling, grazing and forest fire. This working circle contains the following types of areas:- 1. Area under rehabilitation working of the previous plan 2. parts of the plantation sites old or new rendered blank either because of inadequate protection or excessive biotic interferences 3. Area under CWS which de-generated into bushy or sapling forest due to excessive unregulated felling , grazing etc. No felling has been prescribed under this Working Circle. Salvage felling of only dead. dying and diseased trees, thinning and singling of stock and cutting and resizing of deformed or pollarded root stock will be permitted on sound silvicultural principles. The suitable area are planted with suitable endogenous and valuable species. The edaphic and other local factor are kept in mind while deciding about the suitable species. Soil and moisture conservation works are to be taken up along with marking and will be completed before onset of monsoon in the next year. These working include two main operations namely contour trenching, Nala bunding, Check-dams and silt detention dams as per site requirement and approved by competent authority. Plantations of fast growing species (QGS), fuel and fodder species, Bamboo plantations, lac plantations and Khair Plantations may be raised under this Working Circle. The main aim of the plantation would be to restock the blank areas where natural regeneration has failed to come up and provide employment to the people in plantation activities like planting, hoeing, weeding and protection. At the same time steps will be taken to reduce soil erosion by adopting soil and moisture conservation works along with planting of trees. Emphasis would be on conservation of water in forest areas as water is increasingly becoming scarce. Under soil conservation water harvesting structures, check dams, siltation dams, gully plugging, contour trenching will also be done.
6. Brief note on vulnerability of the forest area to erosion : Proposed Forest Area is vulnerable to soil erosion, gully erosion and in some part Ravines are also present inside the forest area proposed for the diversion.

Hazaribagh WestHazaribaghDFO RecommendedThe present forest patch of 331.198 Ha of forest land proposed for diversion is part of larger forest landscape in the area and is source to many perennial streams. The removal of the forest cover would not only disturb the ecological stability, livelihood security of the people but would also lead to water insecurity in the region. It should be noted that the area doesn’t have any perennial river and the water availability is enhanced only by the forests of the area. Hence, a water security plan should be prepared and adhered to. The present area is just adjoining to the already diverted area of 1026.438 Ha of forest land towards Coal mining to NTPC Pakri Barwadih and a nallah by name Khorra Nallah separates these two blocks, the said nallah will be largely affected by the mining activities hence it should be protected by identifying and developing green belts upto 100 metres on either sides to prevent sedimentation and choking. As observed in the existing mine of NTPC Pakri Barwadih no amount of siltation dams could prevent the sediment deposition and choking of streams as overburden is dumped just adjacent to the nallahs/ streams.. A serious view may be taken in this regard failing which a few decades down the line, the entire area would be affected by water crises. As the present area of diversion is adjacent to a existing mine and more mines would come up in future leading to cluster mining in the area , a special plan may be made to maintain the landscape integrity of the existing forest, especially with regard to fragmentation and connectivity. The forest is compact having density of 0.8 and also that it is rich in species composition, efforts should be made to preserve the germplasm of the area by conducting proper study before initiating mining activities and specific guidelines towards ecorestoration plan, conservation plan and reclamation plan may be may be issued. Since, the cluster mining would involve activities like breaking of land and removal of earth in the area and beyond the entire landscape will be vulnerable to soil erosion and sedimentation . So a integrated soil and water conservation plan should be prepared and implemented treating the entire landscape. The mining in the area should be in consonance with the “Integrated Wildlife Management Plan” of North Karanpura. A special team of Subject Matter Specialist’s may be constituted essentially soil Scientist, Agricultural Enginerring , GIS specialist, etc. under the chairmanship of the Divisional Forest Officer, to monitor various studies to be conducted in the area specifically with regard to scientific study of soil erosion, water conservation, ecological restoration and other activities proposed by MoEF&CC from time to time and the team would be submitting the reports to the Divisional Forest Officer . This is specifically proposed taking in view the time and resource constraints at divisional level and the entire cost for the study and logistics should be borne by the user agency. In addition to the above recommendations, options may be explored for underground mining of the present area.
HazaribaghCF RecommendedI totally agree with the recommendation of the Divisional Forest Officer. The proposal may be accepted with the following conditions or as considered and decided by the GOI. 1. A water security plan should be prepared by the group of expert and adhered to, 2. A green belt on either sides of Khorrah Nallah should be developed to prevent sedimentation and choking of the this Nallah 3. As the area is rich in species composition, eco restoration plan, Conservation Plan and Reclamation Plan may be prepared conducting proper study before initiating mining activities and should be implemented in its spirit. 4. An integrated soil and water conservation plan should be prepared and implemented treating the entire landscape. 5. The mining in the area should be in consonance with the “Integrated Wildlife Management Plan” of North Karanpura and a site specific WLMP will be prepared and implemented on the basis of IWLMP of North Karanpura. 6. A special team comprising of subject matter specialists and forest officials may be constituted to study and monitor with regard to soil erosion, water conservation, ecological restoration and other activities proposed by MoEF & CC from time to time and the team would be submitting the reports of the forest officials.
