Significance of the forest land proposed for diversion from wildlife point of view
(i).
Details of wildlife present in and around the forest land proposed for diversion :
Elephant, Hyena, Mongoose, Wild boar, Jungle cat, Barking deer, Fox, Langur, Rhesus Macaque, Snakes, Birds etc. In and around the area proposed for diversion is rich in faunal diversity. Animals can be sighted frequently. Incidents of Human-Elephant conflicts due to elephant herd is being reported from the area. There is a genuine need of Wildlife Management Plan to mitigate the adverse impacts and disturbance expected to arise from this project considering the continuous presence of elephant herd and other mentioned animals in the area.

Based on a thorough cost benefit analysis of the project vis à vis the landscape dynamics, to balance the trade off between ecological security and energy security while ensuring that both the interests go hand in hand in a sustainable manner, the proposal submitted by PVUNL of the diversion of 515.32 Ha forest land under Forest Conservation Act, 1980 for Coal mining in Banhardi CB is recommended with specific conditions as mentioned in Recommendation of DFO Latehar.

Based on the facts documented in Part I by the user Agency, along with the inspection and recommendation notes from the Divisional Forest Officer of Latehar Forest Division, the diversion of 515.32 hectares of forest land for the proposed Banhardi Coal Mining Project in Latehar District is recommended. This recommendation is subject to the fulfilment of the following mitigating and compensating measures, in addition to the payment of the Net Present Value and implementation of Compensatory Afforestation in lieu of forest diversion. 1. The initiation of open cast mining operations in the region poses a substantial threat to the streams originating from the adjacent hills and forests. These operations could severely compromise the water resources and potentially lead to a water crisis in the future, thereby affecting the fragile ecosystem. Open cast mining operations undermine the functional capacity of streams and cause irrevocable damage to the riverine ecosystem. Therefore, a comprehensive Catchment Area Treatment CAT Plan is essential to mitigate the adverse impacts of proposed mining. 2. Prior to initiating mining activities, a specialized agency should undertake a study to assess wildlife and its habitat vulnerability within a 10 kilometer radius of the project area, considering the potential negative impacts of the operations. Based on the study s findings, a Comprehensive Wildlife Management Plan shall be prepared and implemented at the project s expense to ensure the protection of the area s biodiversity, wildlife, and their habitats. 3. Fifty percent 50% of the total Corporate Social Responsibility CSR fund specific to this project should be allocated for the development of wildlife and its habitat. This allocation should be carried out under the guidance and supervision of the State Forest Department, represented by the concerned Divisional Forest Officer DFO .
