Working plan prescription for the forest land proposed for diversion :
Working plan prescription for the forest land proposed for diversion are coppice with standard (CWS) working circle and Rehabilitation cum- plantation working circle. In CWS system over wood of standards usually of seedling origin composed of various age classes in multiple of coppice rotation are marked for retention. All other trees above predetermined girth classes are felled. CWS consists of two distinct elements. 1. A lower even aged story created as simple coppice. 2. An upper story of standards forming an un-even aged crop and treated as high forests on the principle of selection system. The object of the standards is to provide a certain proportion of large timber to furnish seeds for natural regeneration and in certain cases to afford protection to the coppice crop against frost. Tending of young crop is done on established silvicultural practices under strict supervision of senior officers. Every effort are be made to regenerate such forests by protection with the active cooperation of VFMPCs. The Rehabilitation cum - Plantation working Circle comprises such Sal and miscellaneous forests of the Division which are stagnation in bushy stage (Sal rooted wastes) blanks or perpetual sapling stage due to extremely adverse biotic factors like unregulated felling, grazing and forest fire. No felling has been prescribed under this Working Circle. Salvage felling of only dead. dying and diseased trees, thinning and singling of stock and cutting and resizing of deformed or pollarded root stock will be permitted on sound silvicultural principles. The suitable area are planted with suitable endogenous and valuable species. The edaphic and other local factor are kept in mind while deciding about the plantation of suitable species. Plantations of fast growing species (QGS), fuel and fodder species, Bamboo plantations and Khair Plantations may be raised under this Working Circle. The main aim of the plantation is to restock the blank areas where natural regeneration has failed to come up and provide employment to the people in plantation activities like planting, hoeing, weeding and protection. At the same time steps are be taken to reduce soil erosion by adopting soil and moisture conservation works along with planting of trees. Under soil conservation water harvesting structures, check dams, siltation dams, gully plugging, contour trenching are also be done.

The user agency M/S Gondulpara Coal Project has applied for 219.80 hectare of forest land for diversion under forest Conservation Act to excavate coal, the main raw material required for power generation and other commercial and domestic needs in the country. The area is spread in forests of 4 PFs namely Balodar PF, Gali PF, Gondalpura PF, and Hahe PF, under this division and as per the documents attached with the proposal it has got vast reserve of coal approximately 116.68 MT. The project is site specific and shall cater the many essential needs of the country. Our energy demand for all round development is still very much dependent on coal which is about 60% of total requirement of power of the nation. At this stage, one cannot rule out the coal mining projects. The proposal was examined in the light of the guidelines issued by Gol along with the checklist and has been found in a complete state. The proposed area and its surrounding area are good habitat of many wild animals and this project will definitely impact adversely on resident and migratory wild animals for which a site specific wildlife management plan shall be required. The project will have adverse impact on catchment of Badmahi river thus catchment area plan needs to prepared and implemented. Measures to minimize the negative impact of mining has already been enlisted in the site inspection report of this project. Overall, the project is in the interest of nation and therefore, this proposal for diversion of 219.80 ha. forest land for coal mining, under the provisions of Forest Conservation Act is recommended for approval by the competent authority.

The proposal is recommended with the following conditions The methodology and execution of coal mining at the site should be phased and sequenced to optimize the active working area Technologies and processes causing minimal adverse environmental and ecosystem impacts must be employed for coal extraction, evacuation, handling, and transportation. A buffer zone with green belts along the Badmahi riverbanks should be developed to protect the river s ecology. The watershed and catchment of the Badmahi river within 10 Km radius or more of the Project Area should undergo appropriate treatment to compensate for the loss of catchment due to mining in the lease site, through the preparation and implementation of a catchment area treatment plan. A Site specific WLMP must be prepared and effectively implemented to mitigate the negative impact of mining on residents and migrating wildlife. Commencement of the implementation of WLMP and CAT Plan should precede land breaking in the project area or be carried out simultaneously, considering past records. The Mining Plan should include progressive reclamation and eco restoration of areas taken up in different phases, ensuring that a substantial portion is rehabilitated into the best feasible end state by the end of the mining life. One percent of the profit should be deposited into the account of DFO, Hazaribagh West to support biodiversity conservation and ecological restoration works in the future in this area, as well as to enhance surveillance and monitoring against illicit activities, including forest fire prevention and control, within the forest hinterlands of the project area.
