The proposed forest area for diversion falls inside Biswanath RF which is a part of the Sonitpur Elephant Reserve notified vide No.FRW-44/2002/46. The proposed area is under human habitation and devoid of wild animals except for elephant movement observed during migration of elephants between forest area in Arunachal Pradesh and 6th Addition to Kaziranga National Park.

The construction of mobile tower in Ganeshbari village is aimed at improvement of mobile connectivity in various forest villages and FRA villages inside Biswanath RF. Therefore, in order to provide better connectivity to forest villagers and forest rights holders, the diversion of the forest land which is barest minimum required as above is recommended for acceptance.
