Working plan prescription for the forest land proposed for diversion :
The proposed diversion of forest land for this project falls under 2(two) nos. of compartments of Gohpur Reserve Forest namely - SER5C5 and SER5C6. The Working Plan has prescribed Joint Forest Management Working Circle in the above mentioned compartments of Gohpur RF.

The forest area proposed for diversion has a gentle slope and is not vulnerable to soil erosion.

The proposed area is under human habitation and devoid of wild animals except for elephant movement observed during migration of elephants between forest area in Arunachal Pradesh and 6th Addition to Kaziranga National Park.

The setting up of a domestic Greenfield Airport at Holongi, Arunachal Pradesh is Government of India project and it is located at the boundary between Assam and Arunachal Pradesh. 667 acres of land falling in Arunachal Pradesh has been already handed over to Airport Authority of India by Arunachal Pradesh. In order to meet the operational requirements to fulfill the norms of DGCA, the wall needs to be straightened and the existing village road needs to be realigned, for which an additional land of 2.604 ha in Gohpur Reserve Forest in Assam is needed. Therefore, in order to facilitate the construction of the airport at Holongi, the diversion of the forest land which is barest minimum required as above is recommended for acceptance.

The Greenfield Airport at Holongi, Arunachal Pradesh is a Govt. of India Project having National interest. It will improve communication system of the North Eastern Region and also the diversion of the additional land of 2.604 ha in Gohpur Reserve Forest in Assam in order to facilitate the construction of the Airport at Holongi in the barest minimum required, without causing major damages to the Forest and environment. Hence, the proposal is recommended for acceptance as per guideline of MOEF & CC under F.C.Act,1980. However diversion of that Forest land will permanently alter the existing road as well as inner line towards Assam Side in that portion for 100 Running Meter. The proposed forest area falls inside Gohpur RF which is a part of Sonitpur Elephant Reserve. The proposed area is under human habitation and devoid of wild animals. Movements of wild elephant noticed from the neighbouring RF & 6th addition to Kaziranga National Park. So it is suggested to maintain precautionary measure for smooth movement of wild elephant by the User Agency to safe guard the wildlife of the State as per rule and regulation of F.C. Act, 1980 as well as Wild Life Protection Act,1972
