6. Brief note on vulnerability of the forest area to erosion : The forest area is about 50° to 60° slope but after being cut, the slope of the hill will be about 70° to 80° and the cut hill walls will be prone to erosion.

 (i). Details of wildlife present in and around the forest land proposed for diversion : Barking deer commonly sighted in the area. However, the project will not disturb movement of wildlife as the site is located at the periphery of the Reserved Forests.

This may require digging down the bed of the portion of irrigation canal falling within the RF to a great extent to maintain slope and facilitate the flow of irrigation water and the same is expected to be very cumbersome which may even require more opening of the mouth of the irrigation canal thus, requiring more RF area. Hence, the project is recommended on the following terms a. The User Agency shall not encroach and use the RF area more than it had proposed for diversion. b. The side wall of the canal on the RF side should be re enforced properly with concrete re enforcements to avoid land slips and erosion. c. The User Agency shall not scrap the hill slope again on the Reserved Forest side in any situation in the future. As the canal will form a protective trench and protect the boundary of the RF permanently from encroachers and prevent illegal extraction of hill earth from the Reserve Forest area, the proposal is recommended.
Central Forest CircleCF RecommendedProposed construction of the Irrigation Canal by the Minor Irrigation Department, Manipur affecting 0.027 hectare forest land of Heingang RF is for supply of irrigation to adjoining agricultural fields. There is no alternate and feasible alignment of the canal. Deep digging of hill earth at the foot of the RF is required to maintain slope and flow of water. Exposed surface after cutting of earth shall be highly prone to erosion. The proposal for construction of the Irrigation Canal is recommended under the following conditions a The side wall of the canal towards Heingang RF side should be re enforced properly with adequate concrete structures to avoid land slips and erosion. b User Agency shall not scrap the hill slope on the RF side under any condition. c Construction of the irrigation canal should be carried out strictly under the supervision of Forest officials and no additional RF land shall be damaged during construction.
