5. Working plan prescription for the forest land proposed for diversion : CA land has been identified under Saipung Range. There are two patches which shall be taken up for CA as per the existing working plan prescription.
6. Brief note on vulnerability of the forest area to erosion : Erosion is likely to occur once the road project started.
7. Approximate distance of the proposed site for diversion from boundary of forest(in km.) : 1.6
8. Significance of the forest land proposed for diversion from wildlife point of view
 (i). Details of wildlife present in and around the forest land proposed for diversion : Elephant, clouded leopard, common leopard, bear, Hoolock gibbon, Sambar, Barking deer, some bird species etc. are available in this area.
 (ii). Whether forms part of national park, wildlife sanctuary, biosphere reserve,tiger reserve, elephant corridor, wildlife migration corridor etc. : Yes
  Details and comments on the impact of Project on such areas : It will definitely impact on the wildlife of this area. This need to be monitored constantly and some mitigation measures need to be taken up with the help of wildlife expert so as to minimize the impact and disturbance to wild animals.
 (iii). Whether the forest land proposed for diversion is located within eco-sensitive zone(ESZ) of the Protected Area notified under Wildlife(Protection) Act,1972 (Note: In case, ESZ of a Protected Area is not notified,then,10kms distance from boundary of the Protected Area should be treated as ESZ): Yes
  Details of Protected Area and comments on the impact of Project on the ESZ : The ESZ include all the proposed diversion of this project area right from Baghmara to Panda. Some mitigation measures need to taken to minize its impact on the environment since it is a Reserved Forest with considerable population of Wild Elephants. This is infact the most important Elephant Corridor of this region.
 (iv). Whether any national park, wildlife sanctuary, biosphere reserve, tiger reserve, elephant corridor, wildlife migration corridor etc., is located within 1 Km. from boundary of the forest land proposed for diversion : Yes
  Details and comments on the impact of Project on such areas : This is the main elephant corridor and this project will definitely impact on the wild animals especially the elephant.

Moreover travelling to capital city Shillong will be shorter and will save time and money for the people of these areas. Besides, BSF personnel who is guarding the international border also uses this road regularly and it will be helpful for them in the interest of the nation. Since there is no alternative road and land available, this road which pass through our RF may be considered for betterment of these Region in the larger interest of the local people.
Garo HillsCF RecommendedSince this the main lifeline road for people of South Garo Hills, this diversion of forest land of 27.606 ha for upgradation to 2 lane road from Panda to Baghmara which pass through Baghmara Reserve Forest may kindly be considered. Once this road project is completed many farm produced can be marketed for better prices. Besides people travelling from these area can be reached to Shillong within four to five hours journey. In addition the BSF personnel who is guarding the International Border can also be used these roads for defense purposes. Hence, this project proposal may kindly considered.Yes
Nodal Officer RecommendedThis project involves diversion of 27.606 Ha of Baghmara Reserve Forest Land for up gradation to 2 lane of State Highway SH 04 stretch from Panda to Baghmara from Existing km 119.800 to 139.00 under SARDP NE Phase “A” in the State of Meghalaya. The proposed project is important to the State as it improves the connectivity leading towards overall socio economic development in the state. In addition, this project is important in terms of national security as this road traverse the international border areas there by benefiting the armed forces who are guarding the border. However, the project involves diversion of forest land for non forestry purpose in the Eco Sensitive Zone of Balpakram National Park as per the reports of DFO in Form A Part II Point 8. In this regard, the proposal is recommended subject to fulfilment of mitigative measures like construction of over paths / elephant crossing points as directed by Additional Principal Chief Conservator of Forests Wild Life in a separate letter to the User Agency.
