5. Working plan prescription for the forest land proposed for diversion : As per the prescription of the working plan the principal method of raising plantations shall be artificial regeneration system done through JFMC where there are blank spaces with no seed bearing trees and where there are seed bearing trees then aided natural regeneration should be restored to. It is suggested that in all the plantation areas, miscellaneous broad leaves species shall be the first choice and monoculture plantation shall be avoided.

The deemed forest land of 43.2145 ha and Forest land in Reserved Forest of 6.851 ha is the least diversion possible. This being a linear project, any alteration of the same may requires more diversion of Forest area. The proposed gas grid pipeline envisages North East India economic development by leveraging the Region’s hydrocarbon potential, enhancing access to clean fuel and accelerating the growth of entire North East India. The gas pipeline connects all the 8 eight North Eastern states of the country. Presently, there are no violation of Forest Conservation Act, 1980 in the proposed project site. The proposed area of diversion has not been broken. Tree enumeration and valuation of tree species was done as per rule and regulations in force. Hence, the project proposal is recommended for acceptance subject to observance of applicable rules and regulation and Forest Conservation Act, 1980.
Khasi&Jaintia HillsCF Recommended• The proposed gas grid pipeline is important for enhancing access to clean fuel and accelerating the growth of NE India including Meghalaya. The gas pipeline connects all the 8 eight North Eastern states of the country. On inspecting the site, It was found that the forest land required by the user agency consists of a deemed forest land acquired by the user agency measuring 43.2145 ha along with 4.6908 ha under Narpuh Reserve Forest Block I and 2.1602 ha under Narpuh Reserved Forest Block II. DFO has certified that the requirement of the Forest Land as proposed by the User Agency is unavoidable/barest minimum required for the project and the said land is not broken, as of now. Accordingly, there is no violation of FC Act, as of now. Tree enumeration and valuation of tree species was done by the staff of Division/Range concerned as per the extant procedure. Hence, the project proposal is recommended for further processing/acceptance subject to applicable provisions in this regard provided that actual tree felling shall be kept at the barest minimum. Yes
Nodal Officer RecommendedThe proposal pertains to diversion of 50.0655 ha. of forest land for an area for Laying of 18 carbon steel Natural Gas Pipeline along with OFC Conduit from Guwahati to Panisagar. The instant project would necessitate felling of 9051 nos. of trees, 1378 nos of which having girth below 60 cm and 7693 nos. with girth above 60 cm. Perused the views of the Conservator of Forests Territorial , Khasi & Jaintia Hills in part III. The diversion of forest land is required for Laying of 18 Carbon Steel Natural Gas pipeline along with OFC Conduit from Guwahati to Panisagar comprising of 2 districts viz., West Jaintia Hills and East Jaintia Hills Districts. This involves 43.2145 hectare of deemed forest land along with 4.6908 ha. under Narpuh Reserve Forest Block I and 2.1602 ha. under Narpuh Reserve Forest Block II. However, the number of trees to be removed shall be kept at barest minimum during the execution of the project and Compensatory Afforestation will be carried out in Non Forest Land area of 15 ha, 16 ha and 20 ha which are contiguous to Nongumiang Reserved Forest under Social Forestry & Territorial Division, West & South West Khasi Hills, Nongstoin. I therefore, concur to the views of Divisional Forest Officer T and Conservator of Forests T for diversion of the forest land for the aforementioned purpose. Hence, the proposal is recommended.
